of the I International
Yuri Yankelevitch Violin Competition
I General
Clauses
1. The International Yuri Yankelevitch Violin Competition
(hereinafter- “Competition”) is held in
accordance with the decree ¹213-rp “On the
100 Birth Anniversary of Y.I. Yankelevitch”
issued by the Government of Omsk Region on
the November 21, 2007 under the auspices
of the Government of Omsk Region and
International Vladimir Spivakov Charity Fund
for the purpose of encouragement of gifted
musicians and the development of violin art.
2. The present
Statute establishes the procedure and the
terms of holding the Competition,
requirements to the participants, the
criteria and procedure of defining the
winners of the Competition.
3.General management of
preparation and holding the Competition is
carried out by the Steering Committee on
preparation of jubilee arrangements devoted
to the 100th Birth Anniversary
of Yuri Yankelevitch, the membership of
which was endorsed by the decree of Omsk
Regional Government ¹213-rp of 21st
November 2007 “On the 100 Birth
Anniversary of Yuri Yankelevitch”
(hereinafter – “Steering Committee” )
4. The competition is to
be held in Omsk city from the 2nd
till the 9th of March 2009 on
the premises of “Omsk Philharmonia” State
Institution of Culture for Omsk Region
II. Competition
Participation Conditions
5. Violinists
(hereinafter – “Musicians”) of two age
groups shall be eligible for the Competition
1) Age group 1 –
musicians born on or after March 3, 1993
(hereinafter – “Age Group 1”)
2) Age group 2 –
musicians born within the period from March
3, 1980 to March 2, 1993 (hereinafter – “Age
Group 2”)
6. Eligible for the
Contest shall be:
1) Maximum 25
(twenty-five) Musicians of Age Group 1
2) Maximum 40 (forty)
Musicians of Age Group 2
7. Applicants selection
for their participation in the Competition
shall be the responsibility of Steering
Committee.
8. For the selection
purposes applicants shall by electronic mail
send to the Steering Committee scanned
copies of the following documents:
1) Application form
for the participation in the Competition
signed by the applicant or his/her agent on
the format set forth in Annex 1 to this
Statute;
2) For the
applicant’s agent – document certifying
his/her authority to represent the
candidate’s interests (for the applicant’s
parents – the applicant’s birth
certificate);
3) For the applicant
not bearing a passport - birth certificate;
4) For the applicant
bearing a passport and for the applicant’s
agent – passport;
5) Accompanist‘s
passport (if the applicant intends to use
his/her accompanist);
6) Document of the
applicant’s musical education (reference
from the educational institution if the
candidate is a student);
7) Applicant’s
creative activity profile;
8) Applicant’s photo
portrait.
9. Copies of the
documents stated in Clause 8 of the Statute
(hereinafter – “Application form”) made in
languages other than Russian shall be
submitted with duly certified copies of
their translation into Russian.
10. The application form
shall be directed to the Steering Committee
(filarmonia@omskcity.com.)
before December 2, 2008 as attached file
with the Re: note “for the Competition”.
11. Application forms
received by the Steering Committee after
December 2, 2008 shall not be considered.
12. Within twenty days as
of the Application form receipt by the
Steering Committee, the latter shall advise
the candidate who submitted it of his/her
registration as the Competition participant
or of his/her rejection.
13. The Steering
Committee reserves the right to reject
candidates without explanations of the
reasons therefor.
14. All notices to the
candidates and participants related to
holding the Competition shall be sent by
e-mail on the addresses stated in their
respective Application forms.
III. Holding the
Competition and Winners Nomination
15. After the
participants selection, drawing procedure
will take place to determine the sequence of
the participants’ appearance in the
Competition (hereinafter – “Drawing
procedure”).
16. Drawing procedure and
the Competition winners nomination shall be
held by the Competition Jury (hereinafter –
“the Jury”), the membership of which shall
be endorsed by the Ministry of Culture of
Omsk region. All the auditions of the
Competition participants will be held
public. The Jury shall make their decisions
by simple majority of votes of the members
attending the session and signed by those
taking part in the voting. The session of
the Jury shall be legal if attended by
minimum half of the members endorsed
pursuant to the procedure set forth by the
Statute. All the Jury’s decisions shall be
final and binding.
17. Drawing procedure
shall be held in alphabetical order:
1) March 2, 2009 –
drawing procedure for Age Group 2
participants;
2) March 6, 2009 –
drawing procedure for Age Group 1
participants.
18. The sequence of the
participants’ appearance at the Competition
shall be set in accordance with the drawing
procedure and retained until the end of the
Competition. All deviations from the
Competition programme shall be allowed only
in exceptional cases and upon agreement with
the Jury. The latter shall be authorized to
make decisions of reducing a participant’s
programme or of terminating the performance
of the said participant should the result
thereof be obvious and provided all the jury
members agree thereto.
19. Participants shall be
eligible for the participation in the
Competition only on their having paid the
organization fee amounting to 2,000 (two
thousand) roubles (hereinafter –
“Organization fee”).

20. The fee shall be paid
to the settlement account of
“Omsk Philharmonia” State
Institution of Culture for Omsk Region which
fact shall be certified by the set format
confirmation document. The money raised from
the fees shall be used solely for the
activities related to the Competition
holding.
21. The Competition shall
consist of rounds:
1)For Age Group 1:
a) Round 1 –
accompanied by the piano;
b) Final Round -
accompanied by the piano
2) For Age Group 2:
a) Round 1 – solo
performance;
b)
Round 2 – accompanied by the piano;
c)
Final Round - accompanied by the symphony
orchestra.
22. The Competition shall
be held in accordance with the Programme
Requirements (Annex 2 to the present
Statute) which state the musical
compositions to be performed at the
Competition.
23. A participant may
perform each composition in one round only
and by heart.
24. The participants
shall be informed of the results of each
Competition round just upon its completion.
25. Maximum 15 (fifteen)
participants of Age Group 2 shall be
eligible for participation in Round 2 of the
Competition.
26. The following number
of participants shall be eligible for
participation in Final Rounds of the
Competition:
1) Maximum 6 (six)
participants of Age Group 1;
2) Maximum 3 (three)
participants of Age Group 2.
27. Based on the
Competition results the Jury shall nominate
the winners who will be granted the
Competition Laureate Diplomas (hereinafter –
“the Laureates”) as well as the Competition
Winning Awards (hereinafter – “the Awards”).
1) For Age Group 1:
a) The first place
in the Competition – award amounting to
37,000 (thirty-seven thousand) roubles;
b) The second
place in the Competition – award amounting
to 30,000 (thirty thousand) roubles;
c) The
third place in the Competition – award
amounting to 18,000 (eighteen thousand)
roubles.
2) For Age Group 2:
a) The
first place in the Competition – award
amounting to 370,000 (three hundred and
seventy thousand) roubles;
b) The second place in
the Competition – award amounting to 280,000
(two hundred and eighty thousand)
roubles;
c) The third place in
the Competition – award amounting to 186,000
(one hundred and eighty-six
thousand) roubles.
28. Besides the winners,
the Jury shall nominate three talented
performers in each Age Group who will
be admitted to grants for the participation
in the Competition (hereinafter – “the
Grants”):
1) Three grants
7,000 (seven thousand) roubles each – for
Age Group 1;
2) Three grants
37,000 (thirty-seven thousand) roubles each
– for Age Group 2;
29. Based on the
Competition results the Jury shall be
authorized not to confer all the
Awards and Grants or to share one
Award or Grant among several participants;
30. Based on the Jury
decision the accompanists may be presented
with the Competition Diplomas of Honour.
IV. Other Conditions
31. All the Diplomas,
Awards and Grants mentioned in the Statute
shall be presented at the Competition Final
Gala-Concert (hereinafter – “the
Gala-Concert”).
32. All the Winners of
the Competition must perform in the
Competition final Gala- Concert on gratis
basis.
33. Should the Winner
refuse to perform in the Competition Final
Gala-Concert he/she may be by the Jury’s
decision deprived of the Award.
34. All the rights for
television and/or radio broadcast of all
the three rounds of the Competition and
Gala–Concert of the Laureates as well as all
the rights for the film, video or audio
record including its further distribution
without paying royalties to the participants
and/or their accompanists shall belong to
Omsk region.
35. Each participant
(his/her legal agent) shall be authorized to
send an early request to the Steering
Committee to assist in booking accommodation
for him-/herself and his/her accompanist.
36. A participant shall
be authorized to perform both with his/her
accompanist or with the one provided by the
Steering Committee (two rehearsals,
appearance in Round 2 for Age Group 2 and in
two rounds for Age Group 1). In the latter
case the participant must state the request
of providing the accompanist in his/her
application form.
37. Before each round of
the Competition a participant shall be
provided with rehearsal rooms and acoustic
rehearsals to be held on the stage where
his/her audition is to take place.
38. Official invitations
made and sent to the participants shall
warrant applying for the entry visa to the
Russian Federation. The invitation
preparation time shall be maximum 30 days as
of the application form receipt.
39. A participant
(his/her legal agent) shall receive Russian
entry visa independently based on the
invitation sent by the Steering Committee.
40. On entering the
Russian Federation a participant (his/her
legal agent) must state the imported musical
instrument in the Customs Declaration.
41. A candidate’s
(his/her legal agent’s) signature in the
Application form for the Participation in
the Competition shall certify his/her
complete consent with the above conditions
set forth in the present Statute.
